Lottery "Draw Ticket" buttons should be disabled when clicked

In the Hardrock 2024 lottery, we ended up with one extra drawn entrant who does not appear in either the Accepted List or the Waitlist. The accepted list had 20 slots and the waitlist had 50 slots. It appears that right at the end of the lottery, the "Draw Ticket" button was clicked twice in rapid succession before it could be disabled by a Turbo Stream refresh.

We should disable the "Draw Ticket" button with JS when it is clicked. When refreshed by the backend, the button will either remain disabled or become enabled, depending on backend logic.
