Tabs and SEO Foldout not visible #78

can't see the tabs "search engine" and "social" and the "SEO" Foldout on a Page with some users.

for some admin users it is visible and others not, can't see any difference in the users, they are in the same group.

Using modx 3.0.1pl

@degoya Can you please give us more information? How can we reproduce this bug on clean installation?
