rule: add single file version of impossible-not rule

In #698 a new rule is added to detect impossible nots, this however only checks when there is more than one file. It'd also be nice to have a rule for the single file version that's dropped when the aggregate rule is run. This is likely a new rule and some adjustments in the plumbing of the linter to drop results when some condition is met.
