Better logging / errors for scheduling scripts

Trying to debug scheduler problems is difficult, and there are a handful of logfiles in different places that you have to track down to find an error message. e.g. ~/logs/scd.out, borealis_schedules/logs/xxx_remote_server..., /data/borealis_logs/start_stop.log, ~/logs/start_stop.log. This is too many places to look in order to find a problem, plus many of these files are not adequately timestamped or verbose enough to be useful.
