Even if a manifest is cached, irIIIFService still makes requests to Fedora.
For instance, this manifest is cached. If you monitor the logs, you can see that when you request this item a bunch of requests get made. Why is this necessary? Shouldn't it just returned the manifest that is requested?
Just adding that this seems to only happen if multiple requests for a work happens before a manifest is cached. Each subsequent request continues to make requests even though the initial request has been cached.
