Implement reactive notifications

Currently the NotifyBlock is a static component not connected with any of the SSI Service implementation. As submissions and applications are populated in the store at launch, global notifications should be connected with the store to determine when or when not to present a new notification to the user.

This issue can also address improving the UI indication on the Applications and Submissions views to communicate that a new application or submission requires the user's attention.
