bulk email to active imagery service users

in contact app, texas imagery service requests table is used for managing imagery service participants/users. periodically, stratmap sends bulk emails to all 'active' users from this table to notify of program updates, general notices, new flown areas, etc.
can we expand the contact app admin console to incorporate a functionality to 'mail merge' a template with all the active user records and blast out emails to everyone?
something similar is currently in place with the Email Templates used with the shared 'send email' aspect of the contact app.
note: bulk emails are currently performed by stratmap. they're made in microsoft word, are pretty, and often incorporate images.
