Dev environment with sample deployments #128

Would be nice to be able to populate the dev environment with a batch of sample deployment, including:

Some past deployments from both DAG and operations list.
Failed deployments to resume.
Operations text log.
Enough past deployments to trigger pagination.
Multiple users provisioned with different level of disparate information (missing username, etc.).
