Miners not collecting stone

Whenever I make a mineshaft, the miners start working, as usual, but they never get cobblestone in their inventory, and I can't make anymore tools for them because of this bug.

Expected behavior
I'm expecting the miners to harvest stone, and then have it show up in their inventory.

I was playing on my own server.

Miners are not supposed to collect stone, if you wish to have them use stone tools you must gather materials and craft them yourself. The only tool types available to be 'villager items' are wood, iron, and diamond
