[BUG]framework 3.0: 网关配置中的站点配置被删除后仍然存在于数据中无法重建

网关配置中的站点配置被误删除后，重新建立相同站点时会报告该配置已经存在。但配置列表里没有显示，同时该站点不能被使用。
To Reproduce
Steps to reproduce the behavior:

1. Go to '网关配置' —— ‘站点配置’——选择 http 并添加相应信息并保存生效。
2. 将刚生成的站点配置删除，重新启动网关服务。
3. 重复第1步，系统显示参数已经存在，不可建立。
