[NEW-FEATURE] - add import/export functionality for user management

In each project we need to create a new set of users which can be a tedious task. Each user need to sign in a set up a password afterwards.

Would it be possible to add buttons for import and export of users collection from UI? Data would be exported to a file - encrypted. This file could be used for import on any other TcOpen project to speed up the set up process.

Another solution would be to use a shared database for user data collection, but this is not always a possibility.
