What would you like to be added:
对于流水线TASK执行前支持自动暂停的插件，希望能开放应用态接口，调用接口可以使插件继续执行或者中止。

Why is this needed:

现有的执行前自动暂停插件，用户需要手动打开流水线，选择插件继续执行或者中止。
现在有使用场景是：外部系统可以根据插件具体执行场景，调用蓝盾应用态接口使插件继续执行或者中止（类似于 stage 审批接口）。
