给流水线上的每个插件增加插件执行结果通知功能

问题描述：
目前通知功能只支持整个流水线配置，期望能够给流水线上的每个插件配置通知功能。
因为往往一个流水线涉及多个步骤，可能每个步骤的负责人都不同，我们希望在流水线失败的时候，能够快速知道是哪个插件问题，并及时通知该插件的负责人去分析。
