告警事件搜索未恢复的事件逻辑有问题 #3150

What happened:在告警事件里搜索日期范围为2024/8/12-2024/9/26,每天都有两个未恢复告警，而把日期范围改为2024/9/1-2024/9/26，则没有显示未恢复的告警。猜测起始日期有个未恢复的告警，后续的日期都会显示此类信息。

What you expected to happen:如果相应时间段没有未恢复的告警，就不应该显示有告警信息。

另外有一个和这相关联的BUG，告警事件不能消除，但是日志里一直周期显示已恢复。
