Embargo Filters require unassisted text entry instead of a list like vireo3, or typeahead

As reported by a site admin:

When I customize filter by Default Embargo type, it appears I have to manually input every embargo type. On Vireo 3 I could select each embargo type from a list, but here I have to type "Journal Hold," "Other Hold," "Patent Hold," and "Creative Writing." Two of those holds are entered twice with the same name on the list of possible embargoes students can select, so I'm not sure whether my typing them is pulling all of them up. It seems preferable to be able to choose each type from a list when filtering.

I (frank) tested this on a different hosted site and found the same lack of dropdown list.
