[Bug]: Boule recipe conflict

Issue Summary

There's a recipe conflcit between normal silicon boules and phosphorus-doped boules.
Both use silicon and gallium arsenide.

Reproduction steps

1. Put phosphorus-doped boule ingredients into ebf
2. Get normal boules back

not an issue, you're supposed to not have a circuit config when making phosphorus-doped boules, but you have circuit 2 set

Oh, i didn't realize that, but i feel like that's kind of backwards? All the other nitrogen-using recipes are on circuit 2 so it feels counter-intuitive
