Accurately model the DRC's Human Resources for Health (HRH) framework. Ideally, we should be able to collect all indicators tracked by the SNIS-RH (National Health Information System for Human Resources).
Effectively manage different categories of agents employed at health facilities (Civil Servants, local hires, temporary workers, etc).
Rationally decide which information needs to be provided up front (one-time, during the recruitment and enrollment of employees) and during the payroll process (on a monthly basis).
Human Resources Definitions (DRC Context)
Grade: A statutory title that designates an employee's hierarchical rank within an organization, granting them the right to occupy a position defined in the organizational framework. Class: A subdivision of grades defined by specific access conditions, grouping multiple ranks and granting the beneficiary a statutory title. Administrative Staff: Individuals employed in the healthcare sector who are not healthcare professionals, including those in support roles.
