This issue is primarily for reference. It contains information I dug up from the MANUEL DE PROCEDURES DE GESTION DES RESSOURCES HUMAINES DE LA SANTE EN REPUBLIQUE DEMOCRATIQUE DU CONGO by the Ministry of Public Health (MSP). The goal is to standardize definitions, in both French and English, so that BHIMA can:

  1. Accurately model the DRC's Human Resources for Health (HRH) framework. Ideally, we should be able to collect all indicators tracked by the SNIS-RH (National Health Information System for Human Resources).
  2. Effectively manage different categories of agents employed at health facilities (Civil Servants, local hires, temporary workers, etc).
  3. Rationally decide which information needs to be provided up front (one-time, during the recruitment and enrollment of employees) and during the payroll process (on a monthly basis).

Human Resources Definitions (DRC Context)

Grade: A statutory title that designates an employee's hierarchical rank within an organization, granting them the right to occupy a position defined in the organizational framework.
Class: A subdivision of grades defined by specific access conditions, grouping multiple ranks and granting the beneficiary a statutory title.
Administrative Staff: Individuals employed in the healthcare sector who are not healthcare professionals, including those in support roles.

Of particular interest is the following:

CATÉGORIES PROFESSIONNELLES, GRADES ET FONCTIONS

Human resources fall into the following 3 main categories:

  • Médecins (Généralistes et Spécialistes);
  • Professionnels de santé autres que les Médecins;
  • Personnel Administratif et de soutien.

Doctors (Generalists and Specialists)

The doctor category is divided into three subcategories, as outlined in Décret n° 06/130 du 11 octobre 2006, article 13.
