목록이 정확한 값으로 조회 되는지 및 예외처리 테스트 코드 작성
리스트가 null인 경우, 생성 요청 및 값 다시 받기 테스트 코드 작성

참고사항

생성된 문제가 없을 경우, 크롤링 서버에 생성 요청
