Removed users should not be able to reach members (Tor auth)

Tor onion service authentication can prevent users from being able to connect at all to an onion service, by removing them from the set of authorized users. We can use this to prevent removed users from being able to connect with members. This does not prevent removed members from seeing when users are online.
