Users should be able to see when other users are online.

The backend work for this is in #934. In this ticket we make the result of the heartbeat visible. If we can see a heartbeat within n+b seconds (where n is the heartbeat frequency, and b is some constant for acceptable lag, maybe 5 seconds?) then we show the user as being online.
