[FEATURE] Set default max quality in config

Is your feature request related to a problem? Please describe.
When using bookmarklet or extension, there is no option to specify quality. I keep getting multi-GB files downloaded when they exist for a video queued using the extension or bookmarklet.

Describe the solution you'd like
I would like to be able to specify the max quality that can be downloaded with my server.

Additional context
A work around would be to override the extension api url or something to allow lower res versions of the videos to be queued with the bookmarklet or extension. If this already exists please let me know.
