step_upsample in reference sheet?

If we want to ask questions about solving balancing problems in code, we need to include step_upsample in the reference sheet.

Do we get students to use step_upsample at all in the worksheets? Perhaps not, in which case it may be best just to avoid testing that in the future instead of adding to the reference.
