Add basic static Hamiltonian Monte Carlo proposal

To also allowing easy robustness comparisons with Hamiltonian Monte Carlo it would be useful to add a basic Hamiltonian Monte Carlo proposal implementation - that is independently sampling a momentum and integrating Hamiltonian dynamics a fixed number of leapfrog steps.
