😃2023-12: December Workshop in Tsukuba

As discussed in #231, @hfu would like to propose a plan to conduct JICA 国家測量 (national surveying and mapping) Workshop by making use of existing existing resouces and mandates.

In order to do so, @hfu would like to:

1. create an idea document on Google Docs and share it with @mapconcierge and @smellman for discussion.

I drafted the internal discussion paper and shared it with @mapconcierge and @smellman.

We will keep open things open. :-)
