I’ve been trying to look into this, and from what I've seen/read is that whether embedded (at least for what I think we'd like to have) or not, what we'd embed/swagger won't be 508 compliant. Though embedding still could use more research/double checking. It seems like the effort for 508 compliance should be from Swagger. Given the ticket Johnathan referenced (and it being open), it looks like they're working on it, but I couldn't find anything on a timeline. There was also a request (April 2021) for a VPAT from someone on github for swagger to complete. However, I don’t know much about VPAT and the process. I also haven’t found anything from Swagger about it.

Ming mentioned we should be able to make a note that the swagger/API is not 508 compliant but is in the works to be addressed. She suggested we reach out to Brian/ EPA ATC team for guidance (is message sufficient? can we embed? etc.). Not sure if anyone else here may know more, but maybe worth a shot.
