In the file /etc/profile.d/10-budgie-desktop-common.sh there are hard-coded references to ~/.config which should be replaced with ${XDG_CONFIG_HOME:-$HOME/.config} because ~/.config is not guaranteed to be the given user's XDG configuration home. I am sure there are other places that need to be updated as well.
