We want to allocate the fees accrued from the x/nftbackedloan module to participants engaged in high-demand NFT transactions.
This can be accomplished by
Retaining the Class_Id of the pertinent NFT for a specified duration, and subsequently distributing the amassed fees to the accounts that partook in the high-demand NFT transactions within that duration, in proportion to the payment amount.
The Class_Id of the NFT could be selected by the governance board, and the fee rate for trades involving it could be reduced.
If you really think about it, the economic effect of doing 1 is the same as doing 2, so you could say 1 is less efficient. In 2, when the governance board votes, stakeholders have to guess whether the fee rate decrease will lead to lower profits or if more trades will increase profits.
This makes sense as a game structure for picking popular NFTs.
