distcheck target not used in CI of autotools builds #2547

The distcheck target is a great way to test the autotools build. It will test all that tricky autotools stuff that causes bugs in the distribution, even though everything works great on developer machines.

Lots of sysadmins do out of source tree builds for netCDF, and that's what discheck checks, but developers never do.
