Upgrade node version on CI

Description

Now we build frontend part of the site with Node 14 that's very old. Koala which is going to be used in new editor on site requires node with version since 18.

Expected behavior

Node 18 or 19 is used when building project on CI.

While trying to solve this issue, it was discovered that yarn hangs after its first step Resolution, blocking further build process on CI. Connected issue suggests steps to fix the problem, but recreating .lock file and changing yarn cmd flags did not help.
