Unable to use "Place on Hotbar" in PVP Areas

Feature works fine in normal PVE regions, but doesn't work at all in PVP zones. Targeting Hot Bars and Slots will continue to nest items into the PVE Hot Bar; you won't notice until you leave the PVP zone.
