LOWEST HP target.

I recently started fiddling with this plugin and found out that LOWEST HP target doesn't work if everyone is at 100 HP.
I assumed LOWEST HP means just the target with the least hitpoints so someone like a caster in a party would be targeted even when at full hp since he is the squishiest.
And LOWEST HPP i assume is the target with the least hp percentage, which is indeed the case i believe.
But then LOWEST HP setting makes little sense...
Am i missing something here? Or there is room for improvement in the plugin?
