Create Xpress techniques

Now that we have a plan from #1022, we need to create techniques:

• Create a separate techniques page for user officer access
• Allow creation of a technique that probably has:
  • Short code
  • Name
  • Description
• Allow attachment of existing instruments (experimental areas) to the technique
