What is the problem and why is it a problem

Part of https://github.com/isisbusapps/proposal-allocations/issues/538

At ISIS we have external data sources that need to be kept up to date with the facility access panels that proposals are assigned.
The system that maintains that data source listens to RabbitMQ for changes in the UOP, but there's currently nothing sent when a proposal is moved between access panels.

Steps to reproduce (if it's a bug).
