[BUG] /api/v1/proxy/get_config 接口需要增加超时功能 #84

描述问题
/api/v1/proxy/get_config 接口需要增加超时功能，不然会阻塞导致整个管理端网页无法访问，现在点击编辑客户端会因为这个接口不能及时响应导致WEB服务卡死。

预期行为

/api/v1/proxy/get_config 接口不应该卡死整个WEB服务，但是这里某些客户端可能并不能即使相应请求，所以我们应该有超时机制
