Multiple entries: Overhaul of the entry reports page and system

Similar to issue #1383 , opened this issue to have a place to discuss/show and collect some possible functions for the future and existing options of the entry reports page. I tried to sort them into categories. Let me know if you have more ideas.

Entry report page:

• move entry report page into a new tab (Account / User profile: A new tab for the entry reports page #1865)

Entry report box:

• more (detailed) entry report types and renaming, splitting up current ones
  • incorrect tag usage (Multiple entries: New report type: Incorrect tag usage #1639)
  • unwanted/rude comments (Discussions: Ability to report discussions/comments #1794)
  • unwanted/rude DMs (Account / User profile: Ability to report private messages #1340)
• more detailed entry box placeholder text (notes) for the different report types
• inform the user if report could not be sent because of an open report (Account / User profile: Inform the user if report could not be sent because of an open report #516)

Other:

• display open entry reports on entry pages (Multiple entries: Display open entry reports on entry pages #1803)
  • a list of active entry reports related to current entry, report details are not visible to regular users
• better explanation about entry reports in general and better instructions for trusted users on how to handle them on the VocaDB wiki

Some wishlist features:

• Display report times in the user's timezone
• Relative timestamps (ex: "24 hours ago"), these are useful for the 24-hour rule
• Let reports be closed with a reason, which would notify the relevant user. This would help with not having to clog comments with "re: entry reports". (similar to Account / User profile: Detailed options for closing entry reports #1658)
• Make reports default to picking a version (ex: prompt the user for a particular revision to report) and fix report type compatibility, since only reports of type "Other" can be submitted for specific revision at the moment. (more likely to notify users = more likely to fix = fewer mistakes in the future)
• Editing reports
• Allow reporting multiple entries at once, contained within one report. Currently, multi-entry reporting is insufficient, as it either involves making multiple reports and spamming, pasting links into a report for a specific entry, or not reporting them at all and fixing them yourself.
• Add the option to not display report icon natively, rather than through Usercss (I will try to do this.)
