Add new categories, e.g. clockwise and counter clockwise to DANA so that it can match Ring Roads at the Tier 1 or 2 level. Currently only N,E,S,W so ring roads are defaulting to Tier 3 or 4. See conversations circa Dec 23

Look into code NTD_01_NPMRDS.py
Add code to dir_dic (data dictionary for direction)
Have TMAS utilize these additional categories
