The first step for making the ReadableStream returned by the readable attribute support BYOB readers is for it to be a byte stream.

This is somewhat blocked on the streams spec editors updating https://streams.spec.whatwg.org/#other-specs-rs-create appropriately. I'll try to prioritize that.
