fabric2.0网络无法部署合约 #190

BUG描述
现在的版本红，部署了两个网络，一个是bcos3，一个是fabric2.0，但是fabric2.0无法部署合约

重现方式
重现 BUG 的操作步骤。
例如：

进入WeCross管理端
进入资源管理
选择fabric2.0网络
部署合约

预期结果
应该有类似fabric1.4版本中，上传chaincode包的地方。
