When funding-source contains quotations, the analyze-string function (module utility-fund.xsl, r4) does not seem to detect the string in quotes. E.g., [Shanghai “Shuguang Program”] does not trigger an alert, whereas [Shanghai Shuguang Program] does. See the attached sample.
