How to provide a way for the user to easily copy the deeplink url. #2

When highlighting text, it changes the fragment of the url.

Is there a way I can tell that the url has been changed so I can e.g. insert a button
before/after the highlighted text. When the user clicks on the button, the url is copied
to the clipboard.

Thoughts?

It's no longer in use AFAICT but a discussion on it is at: https://open.blogs.nytimes.com/2011/01/11/emphasis-update-and-source/

Chrome has a chrome only "Copy link to highlight" right click option which is very easy
(if you know it exists) to use having something similarly simple when you highlight text
would be helpful.
