Winmerge 2.16.45.1 on Windows 11 24H2 has an annoying edit context problem where when editing a file if I use the right/left arrow keys (not the numeric keypad, but the ones between the ascii keys and the keypad) the move the cursor right/left, but the up/down move to the next/previous changes.
Is there a new option somewhere to turn this new feature off or is it a new bug?

It's called merge mode.
It's been around for a long time and is still disabled by default in 2.16.45.1.
To disable merge mode, press F9 or uncheck the File → Merge Mode menu.
