We want to encourage users to stick to LTS releases of Ubuntu. Hence we should add an 'info' level warning about that they should upgrade to version X of Ubuntu, where X is the LTS release newer than they are running.

If however there is no newer Ubuntu LTS release, we should not display the warning.
