Is your feature request related to a problem? Please describe.

When we scroll down the site, the top bar goes away and it's hard to navigate anywhere else (have to scroll all the way back up to see the buttons).

Describe the solution you'd like

Make the top-bar persistent: as you scroll down, the top-bar sticks to the top and is permanently there. Additionally, when you scroll past the banner, the two buttons (Find a speaker and Nominate speaker) should move to the top bar menu as well, so they're easily accessible from anywhere.

Describe alternatives you've considered

None, really. But open to other ideas!

Additional context

I noticed this could be specially useful once we merge the press coverage carousel (on this PR)

Another idea I've seen on some sites, is to use a FAB button to quickly scroll back to the top of the page. I'll try to screenshot an example next time I see it.

Actually a really good inspiration point is GitHub on desktop. When I scroll down, a different top bar appears that shows quick details about the PR.

The first step of this one: come up with a quick prototype, either paper or a sketch and propose it
