Movers are missing for floated images

Steps to reproduce:

1. Create a post and add a few paragraphs.
2. Add a right-aligned image.
3. Select the image and try to move it.

Result: movers are missing for floated images, cannot drag the image to a new location either.

Closing because I found that there is an explanation at #10085 (comment) and I am adding this to the Ideas project which is a place where we can track suggestions that will be reviewed at a future date.

Summary: the movers are removed as a partial fix for now, there are plans to add them back but it needs a special implementation and may take some time.
