Describe the bug
After publishing a post or page as private, an unsaved changes warning appears when leaving the editor, even if there are no unsaved changes.

To reproduce

  1. Start creating a post or page.
  2. Set the visibility to private.
  3. Visit the published post/page by clicking on the snackbar notice.
  4. See the unsaved changes warning.

Expected behavior
Since there are no unsaved changes, no warning should be displayed so I can visit the post straight away.

This is currently happening only in Gutenberg 6.4.0 RC1. Might be related to #16867 or #16932 (cc @epiqueras).
