Creating a new menu from another results in multiple placeholders

I was testing out creating menus from another today and got this 'interesting' effect of multiple placeholders. I had created a menu that as you can see looks somewhat different from what it renders when you copy it. I assume this might be due to some 'placeholder' content, but I don't think we probably want this output.

My recommendation would be to ideally have as close to the existing menu as possible.
