All content is not visible in the navigation block overlay

Description

If the navigation block has a lot of content, all content is not visible in the overlay, and there is no vertical scroll.

Step-by-step reproduction instructions

1. First, either import the theme test data that already has a large menu, and add the "Testing" menu to the navigation block, or add many items and submenu items to the navigation block manually.
2. Enable the responsive menu by setting it to mobile or always.
3. View the front. Reduce the width to where the menu button displays.
4. activate the overlay menu by clicking the button.
5. See that not all menu items are visible and that you can't scroll to make them visible.

Optionally, try navigating the overlay screen using the keyboard Tab. You will find that the focus is sometimes on a menu item that is outside the visible screen.
