Cannot change Media & Text alignment when inside column block

Description

When a Media & Text block is inside a Column block, alignment control (toolbar) disappear.
Since Media & Text block has "wide" as default alignment, it make overflow parent column.

Maybe it's related to #33374 but not sure.

Step-by-step reproduction instructions

Use a bloc based theme (2022 for example), insert a Columns block, then in Column, insert a Media & Text block.
Alignment control is missing from Media & Text toolbar.

I can replicate this with 5.9 Beta 2 and don't see any recent PRs around this ahead of future Betas. It's unclear to me what's intended here though!

I'm removing this issue from WP 5.9 project board.

Let's try to fix this for the next release.

I am able to reproduce this if the theme has a theme.json file.
It does not make a difference if I enable the layout setting on the column or not.
