Template parts can not be added in the template editing mode

Description

Template part blocks and their aliases (header, footer) can not be added in the template editor.

Step-by-step reproduction instructions

1. Activate a theme with support for template editing, for example Twenty Twenty-Two
2. Open a template in the template editor by creating a new template or edit an existing template from the template section in the block editor
3. Try adding a template part

@carolinan, I'm also not able to reproduce the issues. Running Gutenberg trunk on 5.8.2, but I also had the same results on beta 3.

I'm not using beta via 5.8+ beta tester plugin, but a git clone of https://github.com/WordPress/wordpress-develop

I've just used wp core update --version=nightly to test the latest beta, and I get the same results. So testing this way shouldn't be different from testing via git since they should run the latest package updates.

Let's see if others can reproduce the issues.

I can't reproduce either running from latest WP/develop. The problem there though is that Template Parts are everywhere available as this PR hasn't been back ported, which I think it should(?)

I can't replicate with TT2 and 5.9-beta4-52432 without GB installed:

Nor can I replicate with GB Version 12.2.0. I tried the following combinations:

• Create new template > add current header.
• Create new template > add new header
• Edit current template > add current header.
• Edit current template > add new header.

Didn't have any issues with any.

I'm going to remove this from WP 5.9 board and keep the issue open for now.

Could it be a localhost issue?
I am not sure how or why that would matter specifically for the inserter of the template part in the template editor,
and not cause problems elsewhere. - I'm just thinking that one of the difference between the 3 installations below is that the wp-develop install uses localhost:8889 as default.

These two setups are on the same PC:

Retested with WordPress 5.9-RC3-52601. Whatever the problem was, the issue seems solved.

While site health is still showing rest api errors on the localhost, the template parts are working again.
