Unable to Select a Richtext block that immediately follows a non RichText Block; when using the keyboard shortcut

Description

I attempting to select a heading and a paragraph, two RichText elements, using the control + up shortcut introduced in #38892; but when the preceding block is a column, I cannot select only the heading and the paragraph;

At 11 seconds in the video, only the paragraph is selected; I press up once more, expecting to select only the heading block; but the heading block and all of the columns block content is selected.

However, if I select a heading and a paragraph and the preceding block is RichText (another heading or paragraph), I can select the only the heading and paragraph block as indicated in the video below.

Step-by-step reproduction instructions

1. create a latest posts or a columns block (if columns block; populate contents of block)
2. create a heading block, add text for block
3. create a paragraph or 2, add text within it
4. Using the Partial Text selection shortcut, (Control + up arrow), attempt to select only the paragraph and heading without selecting the latest posts or columns block.
